Hello noor1365,
Welcome to the forum! I have a couple of questions regarding the issue that you have. Have you bought the new PC already assembled or it came by parts and you made it? I'm asking this because there could be any incompatibility with any of your parts preventing you to boot normally your machine. Have you checked that?
If you did, then revise the power outlet of the wall where you connect the computer, because it might not give enough power to the PC.
Also, if you have another monitor to try with, connect it to your computer and check if you will get any signal.
