No Internet Access

I've tried literary a thousand ways from different sites and videos, none has helped me with my Internet issue. There's a yellow triangle with a "!" In it that won't let me connect to my Internet. Can anyone help? I tried changing the ip address,disabling and enabling my networks, nothing has worked. I tried the cmd, restarting my laptop, resetting the router, nothing worked.
What can I do?

What OS? If it is vista or 7 then you need to set a network location, like public, home or work!
