Connected to internet but can't browse

Hello,
I got an Acer aspire 1 laptop second hand from an old friend, its running on windows xp, it says its connected to the internet through WiFi and earth net but every time I open explorer it says no connection, I don't know much about computers and laptops so if anyone could help ittbwould be gladly appreciated, the laptop say its probably caused by firewall setting on the computer, I'm not sure what that means
Any help would be appreciated thanks

Go to command prompt
In the Black Command Box Type: netsh int ip reset c:\resetlog.txt
Hit Enter Key
Restart the computer and try to log in and browse the Internet.
If the problem persists, continue using these steps.
In command prompt
In Black Command Box Type: netsh winsock reset
Hit Enter Key
In the Black Command Box Type: netsh int ip reset c:\resetlog.txt
