Instagram restricted my account over a week ago

I started my business account on instagram about 3 weeks ago. I had a video about making candles that went viral and it prompted about 1000 bot accounts to follow me. I deleted them all. But now Instagram wont let me follow or unfollow anyone. In the guidelines it says 24-48 hours. its been over a week and there is nobody, I can call, email or ask when it will be available again. Social media shouldn't be this difficult especially when an 18 year old can live stream a mass shooting, but I cannot follow or unfollow people on my account. It's a business account so you can't make it private, therefore I should be allowed to unfollow whoever I want, whenever I want.

any help is appreciated but I am at a loss----literally since ive spent several hundred dollars advertising on FB and instagram this past 3 weeks.
