I need to unfreeze and load it past the dell

Hello,
i need help on how to unfreeze my computer and load it past the dell sceen. I think its frozen because the loading bar doesnt move. plese i need help.

When your computer freezes, press *AT THE SAME TIME*

ctrl + alt + delete
