Internet Connection Problem

Hello,
I live in California , I have done several connections tests on playstation, followed all tips by unplugging router, tried to update IP information, again receiving message "The attempt to obtain IP Address timed out. the WEP key you entered may not be correct ( I have 4 keys tried all)!

Please Help, who do i contact, Cable Service or Playstation Service.
