No signal to my moniter - new motherboard Closed

Question

I bought a new motherboard, and it has 1 pci express slot. It has no on board video. I tried 2 different working video cards and there's still no signal to my moniter. I can't even get to the on screen bios. I know that I have hooked up the cards/cables properly. I tried booting outside the case. I tried two types of ram (1gb corsair and ballistix sticks). I tried 1 stick and 2. The power supply is also new. Another thing is that my green power LED isn't coming on. The red HD light does though. The drives are not hooked up now (since I've tried to run it without the drives), but when they were they would light up and spin. The case fans spin as does the fan on the heatsink and video card. The moniters I've tried work on other computers.

I have:
pentium 4 core duo 3.2ghz
intel dp43tf motherboard
ATI all in wonder x800 video card (also tried my HIS IceQ turbo)

I'm getting frustrated with it so any help would be great. Thanks.

maybe your wire settings is not in the ryt connection contact the knowledgeable person  near you..

I have built a couple of computers so I think of myself as being fairly knowledgeable about this stuff. This one will be mainly for downloading  and transferring files. I double checked my wiring and then triple checked it. As for my power LED, I had to plug the wires into the alternative pins because it would not have fit on the two primary ones, but it should still work.

I do experience similiar situation just that i had onboard display.

After i installed software for my pci-e graphic card there's no bios boot up information showed(no signal) 
on monitor untill it start running windows(first things i can see after power on my pc is windows loading logo).

Before gc software installed monitor wont show a things untill end of the day,
anyhow it does run windows normally just that i can't see it on monitor(no signal detected),
prove is i can turn off pc with normal keyboard command ^ ^!!

So how can i install software for gc like that?
answer is purely good luck,
there's sometime monitor receive signal and run normally,
in my memory there is only 2 time it run "normally" and load into windows before gc software installed,
why it act like that i want an answer as well > <

p/s i had try update bios,reinstall all hardware...result is just the same.
