To answer your question, yes the problem is coming from Internet Explorer. I spent hours reading on this issue and others are having the same problems with IE8, however the suggestions they implemented does not solve the issue.
I created another administrator profile and the problem did not occur. This is only an issue on my profile. Originally we were having connection problems on both profiles. The cable guy changed the settings for the 2nd profile and thus getting rid of the issue. My profile was not changed and the problem still remains.
The error message says that IE is trying to start with disabled add-ons and it asks for me to manage the add-ons in order to connect. I Enabled all add-ons but this did not change anything. I know the issue is with the add-ons but I don't know how to fix it.
