I think the problem is not about ur anti virus program because it does not effect on ur outgoing or incoming traffic ( it isn't a firewall ). so search for problem some where else .
For Uninstalling anti virus u have 2 way :
1. Boot in safe mode and then remove that.
2. open task manager and find the process of anti virus and kill it then uninstall
