Normally deleted items are stored temporarily and in fact the Uneraser application could be the right application for having the specific files recovered. Nevertheless, for the actual trouble being experienced, it seems that the External Hard Drive is corrupted and you will defintely have to get it formatted in order to have it working properly. You will hence lose all the corrupted materials and files on the External Hard Drive. Yet, before carrying out this task, I will request you to connect it to another PC to see whether it works correctly.
