remove your HDD and put it on another machine using the same type of HDD.
try to install win98 on the drive. copy both win98 and the type of windows you want to install from a cd onto the drive.
remove the drive and put it on your machine, win98 will boot.
install win98 again from the win98 you copied on the drive so that it will install the cd-rom.
you then run the set up of the windows you want to install from the HDD if the cd-rom is not able to install.
