Hello,
when i go to the websites ex:tagged my screen keeps flashing

be very clear abt ur issues. explain when it flickers and when not. how often??
or if only visiting websites??

if its flickering while visiting websites try installing IE once again
or else check if any messages triggering for installing any directX or anything
