DVD Rom drive not seen by 2nd HD

Hello,

I am on Win 7. Have two Hard Drives. The CD-DVD Rom Drive is seen by one HD but not by the other. Strange, both H.D.'s could see the same CD-DVD Rom drive before! This DVD Rom drive doesn't even show up in in the Computer Management console, yet if I switch to the other HD, it pops up, no problem!
Deleting the keys for upper and lower filters in Regedit doesn't work. I also replaced the cdrom.sys driver in the System32 folder with a new one ( just in case it was corrupted), to no avail. All the connections inside the tower seem to be O.K. I am puzzled.
Can anybody help, please?

Different Operating Systems on these two hard drives?
