You can try the "hard boot" process:
1. remove the battery and the power cord
2. hold down the power button for 30 seconds
3. restore the battery and power cord
4. try to boot again.
Sometimes this will fix a problem with a laptop that is stuck between hibernation and restart.
Do you have a totally blank screen or a blinking cursor?
Do you hear the Windows "startup sound"?
