Most often, slow performance is due to a lack in live memory (RAM) and Windows 7 premium takes a lot of memory just to start.
You must always delete your temporary files, temp internet files, prefetch files and cookies regularly. Also there are background unecessary applications that start at boot time. They should be stopped.
