Why can't I access the modem page?

Hello,
I have a Beetel 450 TC1 is a WiFi Modem and I have bsnl internet connected to my laptop through WIFI. Now today I changed a the access control listing and that is I added a access control listing with rules that say index:3 active:yes Application:ALL and Interface Both.
Now I am not able to access the home page of the modem through its url 192.168.1.1.
Is there anyway I can access the Access control setup and undo the setting change that I have done.
NOTE:
Internet is working fine as usual

1. reset the modem
2. assign an IP address in the same network of your modem
3. delete the cookies and history of your browser
