Booting problem

I have a toshiba satellite A350. It can't load windows, it keep rebooting after trying to load windows (Microsoft corporation). I tried to boot it from safe mode and it shows this blue screen with a message before shutting down and the message read like this: STOP: c00002e3 Security accounts manager initialization failed because of the following error and it will shut down just in split second of showing this blue screen. I will appreciate if you can help. Thanks

First a personal comment: I detest Toshiba laptops!

How about trying to restore to out of the box factory settings? (You would loose all of your data)
