Laptop wont boot past loading screen

My dad asked my to have a look at his dell Vostro 1000 laptop, he said he had to do a system restore and since then he just gets to the Microsoft Corporation screen then goes black with just the cursors.
I have tried to re-install the O/S but wont load the CD, I cant boot into save mode either.

Any Help

Dell laptops have diagnostic software built-in. I think it's either the F10, F11 or F12 key right after the Dell logo is displayed. I suspect a failed hard disk at this point. Please run the diagnostics a report your results.
