Try the following:
1. unplug the laptop from the wall and remove the battery
2. press down and hold the power button down for 45 seconds
3. replace the battery and plug the charger back in
4. start normally
this procedure sometimes starts laptops that have a problem with hibernation.

ank you for the reply sir but Iam facing the same and my model is dell windows 7 home premium OA indiadp/n oc234m and when i connected charger light is blinking white and red but not solved please suggest me anything
