I'd recommend you to re-run this update and Install Windows 8.1 back again from scratch. Some network files seems missing and you'll need to install Windows 8.1 again to get those files repaired/replaced.
Before doing that, go through the handy tutorials mentioned at the below URL and see if you may able to connect to your Microsoft account without any problem:
