Ok, we can tweek your OS for your bandwidth by going to:
https://www.speedguide.net/files/TCPOptimizer.exe (executable run as administrator)

After that program launches, in the middle of the form, you will see a slider. Move the slider to the appropriate bandwidth setting for your site. So, if you have tested to .545Mbps, then slide the slider to that setting. whew, after looking at that setting, who or what is your ISP?
So, after sliding, click on optimize. Reboot. Faster.
