Toshiba System Recovery Not Working Closed

Question

So im trying to fix my friends laptop. He tried to download something called windows ultra which had to be fake since he cant connect to internet and uninstall files. All it says is theres no files download on the computer. And I tried the hold zero botton when powering on. That didnt work it justbeep amd ccontinued to log in. I tried typing Toshiba recovery in start to make a disc and theres nothing to find.

Will it boot in safe mode with networking?

Like I said I already did everything on that list nothing works its telling me there no programs it loads fine just cant use internet if im just gonna be told the same answers to fix when I tryied them and they dont work then why bother
