Toshiba laptop start up problems

Ive been stuck with this problem for a while
My laptop refuses to be on while the charger is connected.
The battery runs down quick
When i connect the charger and switch it on...it goes on and immediately shoots off
While its on and i connect the charger it also switches off

this usually indicates the machine is over heating
