control panel-->user accounts--> change the way user log on or off-->tick use the welcome screen-->apply options

I am looking at a screen that usually until now displayed two user accounts now there is neither. The screen is not blank it has its usual background. I can move the mouse all around but that seems to be all I can do. If I could get past this point I would see the option of control panel but .....
