Windows isn't allowing me to reinstall and recover

Hello, I have been having trouble trying to reinstall and remove everything back to factory settings. When I try it says " could not find recovery environment" it further goes on to say that I should put in the revovery disc and restart the computer with it. BUT THAT DOESN'T WORK! can you tell me waht up and possibly help me?

when you insert the recovery disk and restart you have to make sure that your system will boot from it
so you need to enter BIOS or UEFI and make sure that your first boot device is you optical drive, depending on your machine brand you might have an on-post-boot hot key for quick boot device selection.
if have a trouble doing any of the above just provide your machine brand and the exact model so that I can provide a suitable solution for you.
and you might as well mention what is your OS
