I tried running the command you gave: but the message is "Access
denied as you do not have sufficient privileges.
You have to invoke this utility running in elevated
mode."

Ok, I am not certain who told you what, but you need to have ADMINISTRATOR privileges to run what ever command you are trying.
So go and find the Admin!
