Change BIOS battery
If the problem persists this may be due to the fact that the battery powering the CMOS (when the computer is shut down it allows the CMOS to store information), is depleted.
The CMOS battery is a small pin found on the motherboard; you can refer to the manual provided with your motherboard to change it or have the nearby computer technician change it for you if you don't want to risk any damage.

For BIOS-->Press Del key or F2 or F12 based on your motherboard model, immediately after starting up of your pc.
For Safe mode--> Press F8 key,immediately after starting up of your pc.
Do the above steps one at a time, if you able to enter into bios then check whether you have Hard disk as first booting device.
If it is ok then restart your pc again and try to enter into safe mode.
Lets see what happen.
