Internet says connected but can't get online!!

Hello, I have been trying to update my dell pc from Windows xp to either 8.1 or 10..I did a factory reset on it and now the Internet connection says it's fine, but IE just says "this page cannot be displayed". please help :(

Neither update is free when starting from Windows XP.

Did you try using a borrowed Windows Disk?

All I did was backed up all my pictures and important files onto a USB and on start up of the computer I pressed ctrl/f11.. Now I've gone thru the setup, and the Internet says it's connected (LAN) but I can't Use the Internet. Just keeps telling me page cannot be displayed. Sorry I'm not very good with this stuff..clearly.
