Computer died while reinstalling 10

So 90% of the way through my computers reinstall of Windows 10, my laptop died. Now every time I turn on my PC it will give me a error after 10 secs saying "initialization phase 1 failed" and restarts itself soon after. I was told reinstalling Windows with the media tool is the best way to do it but I'm completely lost. Can anyone give me detailed instructions on what to do?
