Monitor Stuck in Power Save and no beep from Computer

Hello,

Yesterday I turned off my monitor real quick so that I could bring my dog in, but when I came back and turned my monitor on, it wouldn't work. I went into the computer and reseated the Video Card and cleaned the ram, but still nothing. It doesn't matter if I use HDMI or VGA, it doesn't work. I've already tried it with my laptop so I don't think the monitor is the problem but I tried it this morning and now neither my keyboard or mouse light up like before and I don't hear any beeps from my computer. Any help would be appreciated.
