Hi ansari,
Is this a desktop PC? Are you sure the PC powers up normally? Can you hear the beep sound when you press the power button? There may be a monitor problem, so I would be helpful to check with another monitor or with a TV. Do you use an integrated video? If it is dedicated, remove the card and clean the port. Try to boot again.
If the cooling fans are not running and you cannot hear the beep sound, there may be a hardware issue with the PC and would start with checking the power supply unit.
