Hi Nayaz,
Is this a desktop PC? Are you sure the PC turns on normally? Can you hear all the typical sounds? I would start by using another monitor or a TV. You need exclude a monitor problem or a connectivity issue. If the problem persists with another monitor, disconnect video card (if you have a dedicated one), hard drives and DVD ROM and leave only one RAM stick and the PSU connected. Try to turn on the PC. Any changes? If no, disconnect the RAM and check if there will be any beeping sound.
If there are no sounds, try using another power supply unit. Your PC may not be getting enough power in order to boot.
