No bootable devices found

I have a dell Inspiron 7547 and the hard drive went caput after a year and a half. I recognize the hdd needed to be replaced, so I ordered the exact part and reseated it myself. I'm still getting the hard drive not found message, even though this hard drive is brand new.

Any ideas?

Perhaps the hard drive is not formatted, in any case you will need the Windows DVD to re-install Windows.
