I cannot run any .exe file and not even cmd and task manager

I cannot open any .exe file on my laptop running windows 8.1 pro. When I click on it it asks how do I want to run it. I cant open command prompt, task manager and even registry editor. In the file explorer, when I navigate to any .exe file it shows "%1"%* in the file type column. I think it is a problem with the registry. Please help me.

guys I finally fixed it after a lot of searching :). Found the solution on this site- https://www.eightforums.com/threads/default-file-associations-restore-in-windows-8.8486/
