Web page is not opening with Opera and Chrome

Hi,

In my laptop, only Mozilla Firefox is working. Rest of other browsers like Opera and Chrome have stopped working.

I don't know how that has happened! When I am using web address as https://www.google.fr/?gfe_rd=cr&dcr=0&ei=R-qyWq_XE5D_8AfM_6moCw&gws_rd=ssl, then it shows:

Application Blocked!

You have attempted to use an application which is in violation of your internet usage policy.

Proxy.HTTP

But, when I am type https://www.google.com, it shows

The proxy server isn’t responding

•Check your proxy settings 
Go to Tools > Internet Options > Connections. If you are on a LAN, click “LAN settings”.
•Make sure your firewall settings aren’t blocking your web access.
•Ask your system administrator for help.

In both the cases, when I am using Mozilla, it works fine.

I have already used a few tips on the internet to resolve but none of them worked for me!

Please suggest something!
