Please consider filing a legal case about the matter and hence get the possibility for the Cyber Crime Unit to carry out an investigation leading to the culprit.

If you do not want to know who is the hacker and just want to stop the actions of this person, then contact the email service provider's support and confirm that the account is really yours. Then consider changing the password or disabling the account.

and the person who hacked it is still using it and chating with my friends as me
and doing things on my facebook

and this person had stolen some other mails to
