Can anyone help - vista will not load

Hello, my power went out and now vista will not load. It starts to load and then goes black, it tells me to insert vista cd and repair but it want run the cd at all. ive even tried to install xp, it starts to run and than my dell desktop shuts down and said it shut down before it does harm to my computer. what do i do?
