The ATTRIB command is responsible for changing attributes to a file or even an existing directory and normally is used for removing read only, system, hidden or compressed attributes to a file. Yet there some commands which will be available only when you make use of the Recovery Console.
These commands will include these listed ones: [+r|-r] [+s|-s] [+h|-h] [+c|-c] [[drive:][path] filename]. You have not mentioned clearly which ATTRIB command you are using and if the Recovery Console is being used. Please tell if it is being used.
Otherwise, if any ATTRIB command is not working correctly despite of the presence of the Recovery Console, it should be that the Registry is corrupt.
