Help computer not booting

Hello, i instaled my processor on a new mobo today and start it up the screen is blank and there are no beeps i have tested ram and gpu both work fine the computer comes on but when i hold power button down nothing happens.
i have gone thru every test i can on here for similar problems no luck could this be my cpu is dead or a power problem please help

reset cmos/bios still no luck let run 5 mins and felt heat sink no heat

after many hours of trouble shooting i have re tested the processor it seems to get a little warm but it takes a few seconds and the heat sink still seems to not be getting hot. due to lack of response i guess im just going to start the rma process
