Oh boy ! Them Toshiba's
Try this:
1. Remove the battery and cable
2. Press and hold the power button for 58 seconds.
3. Replug and try to start.

I tried that, I guess I'll call my uncle he can probably fix it but thanks for tiring why did I buy a toshiba.
100% SOLVED...100% WORKED for me.
1. unplug cable and start power on using battery...
2. press f8 to select options and select safe mode...
3. after opening desktop windows go to my computer,right click and select manage...
4. click device manager and disable the processors(all processors)
5. OK...done!
6. restart your laptop normally...

try to boot your computer in safe mode pressing F8 when the pc turns on.
