Dell Inspiron 3542 wait for response or close program

Hello,
My laptops screen just went black after doing a restart from uninstalling unwanted programs the only thing I can see is my cursor which I can move and the unistall program box keeps popping up asking to wait for response or close program I don't know what to do I tried restarting powering off system and even taking out battery I'm confused any helpful suggestions would help thanks

What version of Windows are you using?

You will probably need to do a Windows repair since it appears that you delete some Windows components.
