Internet Not Loading Any Webpages - Internet IS Okay!

I'm having issues with "The Connection Was Reset". On every browser, it says something vaguely similar to that. The internet says that "other people can see what you send through this server" or something along those lines. I don't QUITE remember. It's been going on for months. NOBODY else can see what I send through this server! I have privacy lockdown! (I know what you're thinking and NO! There is no proxy/firewall I checked). So, what do I do? Sometimes it will say I need to upgrade flash and it's vulnerable, but when I hit "allow" it suddenly works! Is that a coincidence? Seems suspicious to me, but I did a virus check. Even one manually! Don't ask. See the problem here? What do I do?
