Laptop screen keep on blinking

Hi
I just upgrade my laptop from Win8 to Win10 but my laptop keep on flickering and couldnt select startup menu and hence not even able to reset it to factory version. Its frustrating.. please someone help me how can i reset to factory version... i couldnt access setting option and can access only command prompt.. please advise and its annoyin....
