Irritating flashing blue circle

Like many I have the rritating flashing blue circle since changing from Windows 8.1 to 10! Its driving me crazy! I've checked for a virus I've uninstalled Simple Pass I've tried in "safe mode"This did work until I went back to normal and then it reappeared I am going to ry "clean boot" this afternoon but then Im completely out of my depth as to what to try next
Any suggestions preferably in French would be appreciated and don't bother suggesting throwing the computer out of the window as that's on my "to do list" already!
