can you test it on another computer or with a different cable?

Go ahead and follow @xpcman's advice. I'd just add that if you don't have the option to test the drive with a different computer, except for using different SATA cables on yours, you should try it with a different SATA port as well.
Other than that, you could still check if the drive is recognized by Disk Management and Device Manager. If it is recognized by either of them, would you please be so kind as to post screenshot of what you see there?
Do you have data which you need to recover? Do you hear any unusual sounds/noises coming from the drive? Have you experienced any problems with that HDD before?
If you don't have data which need to recover, you could download the HDD manufacturer's diagnostic tool to see if it recognizes the drive and run the tests if it does, to see if anything out of the ordinary pops-up.
