Can a drive that supports USB 3.0 be converted to USB 2.0?

I have Dish Network because I record movies on my Hard Drives. I have a problem that I need more Hard Drives. I'm finding it almost impossible to find a HD that supports USB 2.0. The parameters for the Dish Network is at least a Hard drive that has 2TB and uses USB 2.0. I cannot seem to find any Hard Drives that do this anymore. They all seem to support USB 3.0, which is incompatible to the Dish Network. My question is can a drive that supports USB 3.0 be converted to USB 2.0?

My understanding is that any USB 3.0 drive is backward compatible to 2.0
