Dell lattitude does not load

Hello,

Please help. I was opening ma laptot da other day, It doe not want to load. I turn it on and it shows option to starting Windos. When i start Windows normally, it loads till the screen goes black, after that, whenever I try to press any key, it does nothing. I also tried the Safe mod.
I think it crashed, but why does it not give me a 'repair windows' or 're-install windows instead? Well, I inserted a different operating system disc, and rebooted from it...but it displayed an Error message, that, "The was a file missing- halaapc.dll-"...something ike that.
I really don't know what to with it now...anyone, please help!!!

missing hal.dll - it was deley or rewrite
