Format toshiba hdd to external

Hi guyz, I got a problem in formatting converted toshiba hdd (from internal to external). It is from my damaged toshiba laptop (defective motherboard). It is still detected when I plug it into another laptop, but the problem is it cannot complete the formatting. I think it cannot delete the existing system file. Note also that there are 2 drive detected when I go to the Disk management window. One is drive F with only 150GB space and another unnamed drive with 1.5GB. What can I do to completely format the drive? I already tried formatting it in DOS but to no success.
