Toshiba laptop won't load

Hello,
I am having problems with my laptop. I try to load up my laptop then it gets stuck on a black screen with a white _ which normally flashes but ain't flashing at all.

I tryed to go on setup etc but not working. I have tried alot of times to try and fix it but just will not load up.

You lappy has been damaged, you need to recover it.
