                    We had this on 3 PCs. It was Adobe Acrobat Speedlauncher.
Start -> Run. Type MSCONFIG -> Enter
Click on the Startup Tab.
Find Adobe Acrobat (Reader_sl.exe) and untick it.
Click okay and reboot.
            Start -> Run. Type MSCONFIG -> Enter
Click on the Startup Tab.
Find Adobe Acrobat (Reader_sl.exe) and untick it.
Click okay and reboot.

                    Hi Mumsy,
Since resetting IE settings back to default did not work for you, I'd recommend running IE8 in no add-on mode and see if that helps. To do so: Close out of IE8 completely > Click Start > All Programs > Accessories > System Tools > and then click Internet Explorer (No Add-ons).
If you are still unable to load pages in IE8, try resinstalling - https://docs.microsoft.com/en-us/troubleshoot/browsers/how-to-repair-or-reinstall-ie
